Positive Programming

AbleCare Support Services, Inc. will:

  • Provide individually-designed services and supports which will maximize: (a)independent decision-making capabilities; (b)integration into community life; and, (c)daily living, educational, and work-related skills.
  • Advocate for the rights and entitlements of persons with developmental disabilities.  Demonstrate our commitment to these rights by always treating those who use our services, and their families, with dignity and respect.
  • Engage in community outreach and public education for further awareness of the Agency’s services and the contributions made by persons with developmental disabilities.
  • Establish relationships with community and governmental organizations involved with services and funding for people with developmental disabilities.
  • Attract, train and retain staff who are committed to providing services of consistently high quality, who are compensated fairly for their work and who are treated with respect.
  • Operate the agency in a manner which demonstrates adherence to high ethical standards and assures financial stability and thereby protect the ongoing ability to carry out the Agency’s Mission.
  • Remain committed to the principle and practices of: normalization; least restrictive alternatives; affirmation of individuals’ constitutional rights; provision of quality services; the interdisciplinary service delivery model; and the positive management of challenging behaviors.

Positive Programming

We are committed to increasing the dignity, quality of life, independence, and self-fulfillment of persons with developmental disabilities. This commitment recognizes the need for considering the individual as a total person, valued as a member of society, and entitled to all the rights and privileges of all citizens. Our approach to the individual is positive, non-aversive, ensuring the following: 


  • Community presence and participation, in ways that are age appropriate and valued by society.
  • Autonomy and self-determination, through the exercise of increasingly informed choice.
  • Increasing independence and productivity.
  • The opportunity to develop a full range of social relationships and friendships.

Our programs

Integrated Supports

Integrated Supports services consist of habilitation and support. These services are an integrated array of individually tailored services and supports furnished to eligible recipients and are designed to assist the recipient to reside successfully in their own home, with their family or in an alternate living situation. In homes with more than two unrelated individuals with developmental disabilities, the home must meet all applicable state and federal governing regulations. 


Waiver living situations are as follows: 


  • Adults may be served in their family home, in their own home or integrated apartment complex or in an alternative living placement home with no more than four unrelated adults with developmental disabilities in the home.
  • Children may be served in their family home or in the home of an alternate family with no more than four unrelated children with developmental disabilities in the home.



Habilitation Training

Habilitation training is aimed at assisting the recipient to acquire, retain or improve his/her skill in a variety of areas that directly affect his/her ability to reside within the community and prevent institutionalization. The services and supports that may be furnished to an eligible recipient consist of the following: 

  • Self-direction
  • Money management
  • Daily living skills
  • Socialization
  • Community integration
  • Mobility
  • Communication
  • Behavior shaping and management
  • Reinforcement of therapeutic services
  • Supportive living services (any of the above services and activities provided as  reinforcement of habilitation training)
  • Transportation
  • Respite Care

We provide direct care staff to work in the

individual’s home and community on goals and objectives desired by the individual that were identified in the PCSP (Person-Centered Service Plan). Supportive Living helps individuals to develop and keep and/or improve the self-help, socialization, and adaptive skills necessary to live successfully in their home and community, with their family or in an alternate living residence or setting.

Who Qualifies for Assistance?

Children and adults in need of community supports who are Arkansas Medicaid-eligible can apply for services with the Arkansas Department of Human Services. These services are funded through the 1915c Community and Employment Services Waiver. Due to Arkansas Medicaid-funded limitations, there are several thousand people in Arkansas currently waiting to receive services, some up to eight to ten years. Upon being notified they are eligible to receive services, individuals can select a PASSE (Provider-led Shared Savings Entity) to manage their care. PASSEs are insurance companies that are responsible for overseeing the care provided to Medicaid beneficiaries eligible to receive 1915c Waiver services. The three PASSEs currently licensed in Arkansas are Arkansas Total Care, Summit Community Care, and Empower Healthcare Solutions.


After being referred to a PASSE, the individual can select a provider for Supportive Living. AbleCare Support Services is a provider for Supportive Living.

A person can receive supported living through AbleCare Support Services, Inc. indefinitely as long as there is a sufficient

need for services and appropriate funding is available or until the individual has achieved their goals and feel services are no longer needed.
